The Will of D is one of One Piece’s longest-running mysteries, and the only thing known about it is that the D. Clan is considered the Natural Enemy of God. For decades, Eiichiro Oda has planted hints and speculations in One Piece, suggesting that those who bear the initial D. inherit a stubborn, world-changing legacy that writes their destiny.
Not only that, but there are also mentions that every person who inherits the initial is opposed to the World Government. Thus, these characters get a lot of importance in the story, and most of them are incredibly powerful. However, when compared with others, each of them has a separate ranking that explains their strength in the story and how significant they are.
15. Clou D. Clover
Clou D. Clover is a tragic figure in the Ohara flashback who was trying to uncover the truth about the Ancient Kingdom and the Void Century. He was an archaeologist who fought to save forbidden knowledge from the World Government. Not only that, but he is also known for his defiant stand when the Marines arrived to burn Ohara, and for saving the important research notes that will most likely help in the future.
Powerwise Clover is not shown as a fighter, but his strength lies in intellect, moral courage, and the symbolic gesture of opposing the World Government. That makes him narratively important but physically weaker than active pirates and admirals who also carry the Will of D.
14. Nefertari D. Cobra
The Nefertari family’s connection to the D clan was revealed recently, and it was quite a big disclosure from Eiichiro Oda in One Piece. As Cobra was the 12th king of the Arabasta Kingdom, the former patriarch of the Nefertari Family, he also carried the Will of D., but it was never really witnessed in his actions until the very end, when he was killed by Imu and the Five Elders.

This is why Imu, the supreme leader of the World Government, was trying to apprehend her, but thankfully failed.

11. Nefertari D. Lili
Nefertari D. Lili is a historical figure who helped with the founding of the World Government, as she was one of the twenty Monarchs. However, Lili chose not to become a World Noble, and following that, she mysteriously vanished. She was the first member of the Nefertari family who was revealed to carry the Will of D.
In terms of power, Lili is placed above others because, according to the One Piece lore, she is responsible for the presence of the poneglyphs around the world. This proves that she might have indirectly started the revolt against the World Government by spreading hints about the secret that it has been trying to hide for centuries.
10. Jaguar D. Saul
Jaguar D. Saul is a One Piece giant and the former Vice Admiral from the Navy who deserted the Marines and joined Ohara in their mission to uncover the secret of the World Government. He was recently reintroduced in the Elbaph arc of the story and thus holds a lot of significance that might also reflect his connection to the D clan.

Blackbeard’s power needs no introduction, and his significance in the story keeps on increasing as new chapters are released. Although there are still mysteries around his development, it is safe to assume that he will be a major player during the final war and most likely represent the different side of the D clan.
5. Monkey D. Luffy
Monkey D. Luffy is an explicit bearer of the Will of D, as seen from his growth from a rookie pirate to an Emperor of the sea, which became the central element of the final saga. Luffy has repeatedly accomplished uncanny feats that involve conquering major territories, awakening incredible powers like Gear Fifth, and forming alliances. These actions make him one of the most powerful living carriers of the D. initial.
In terms of strength and power, Luffy not only possesses one of the strongest Devil Fruits in One Piece, but he can also almost use every major form of Haki (including the advanced version). He is probably the most important character in the series, and he will be the one to explore the mystery behind the D clan and the Will of D.
4. Monkey D. Dragon
Monkey D. Dragon, the leader of the Revolutionary Army and father of Luffy, is a confirmed D. carrier and a figure whose true power has been kept a mystery for a long time. However, his revolt against the Celestial Dragons and the World Government highlights his connection to the D clan, and he will probably be a central figure in the final war.
