Not only that, but there are also mentions that every person who inherits the initial is opposed to the World Government. Thus, these characters get a lot of importance in the story, and most of them are incredibly powerful. However, when compared with others, each of them has a separate ranking that explains their strength in the story and how significant they are.

15. Clou D. Clover

Clou D. Clover is a tragic figure in the Ohara flashback who was trying to uncover the truth about the Ancient Kingdom and the Void Century. He was an archaeologist who fought to save forbidden knowledge from the World Government. Not only that, but he is also known for his defiant stand when the Marines arrived to burn Ohara, and for saving the important research notes that will most likely help in the future.

Powerwise Clover is not shown as a fighter, but his strength lies in intellect, moral courage, and the symbolic gesture of opposing the World Government. That makes him narratively important but physically weaker than active pirates and admirals who also carry the Will of D.

14. Nefertari D. Cobra

The Nefertari family’s connection to the D clan was revealed recently, and it was quite a big disclosure from Eiichiro Oda in One Piece. As Cobra was the 12th king of the Arabasta Kingdom, the former patriarch of the Nefertari Family, he also carried the Will of D., but it was never really witnessed in his actions until the very end, when he was killed by Imu and the Five Elders.

11. Nefertari D. Lili

Nefertari D. Lili is a historical figure who helped with the founding of the World Government, as she was one of the twenty Monarchs. However, Lili chose not to become a World Noble, and following that, she mysteriously vanished. She was the first member of the Nefertari family who was revealed to carry the Will of D.

In terms of power, Lili is placed above others because, according to the One Piece lore, she is responsible for the presence of the poneglyphs around the world. 10. Jaguar D. Saul
