Every Admiral in One Piece Who Will Join Luffy, Ranked Least to Most Improbable

The Admirals and Fleet Admirals are the strongest power of the Marines in One Piece, but they don’t always see eye-to-eye. Each of them carries their own definition of justice, and that is why there are multiple speculations about some of them joining Luffy and the Straw Hat Pirates in their war against the World Government. While they might not necessarily shake hands with Luffy, they still might betray the World Government because of their sense of justice.

7. Fujitora – Most Likely to Join Luffy

Fujitora is one of the most morally influenced Admirals in One Piece. He believes in “humane justice,” which motivates him to do what is right for people rather than blindly following orders. During the Dressrosa arc, he saw how the Warlords allowed pirates to harm innocent people and worked to bring them down, even though it went against the Government. This shows that he is not afraid to challenge the system if it means protecting others.

Not only that, he even let Luffy and his crew escape because he felt they were not the real villains. Thus, if he finds out about the true intentions of the World Government and the harm they have caused to the people all over the One Piece world, he is bound to betray them and take Luffy’s side in the final war. His belief in justice shares quite a bit of similarity with Luffy’s personality, thus making him an ideal ally for the Straw Hat Pirates in One Piece.

6. Aokiji – Very Likely

Aokiji used to be a Navy Admiral, but he left the Marines after losing a duel with Akainu for the position of Fleet Admiral. He resigned from his position because he disagreed with Akainu’s violent version of justice and did not want to serve under him. However, his belief in justice was questioned when he joined the Blackbeard Pirates and became one of the Captains of his crew.

This was the most unexpected development for his character, but it gave rise to many speculations that he is on a secret mission to take down Blackbeard on his own. If he succeeds in his mission, he will most likely find out the truth about the World Government, and there is no way he will go back to the Marines. Thus, the best option for him would be to support Luffy in his war.

5. Kizaru – Possible

Kizaru has served the Marines as an Admiral for a long time, and he usually follows orders without question. When he was first introduced in One Piece, he acted as if nothing mattered to him, which made it difficult to know what he was truly thinking. However, the Egghead Island arc changed this completely as he looked sad and conflicted about fighting people he actually cared about. His developments showed that he is not completely heartless or cold.

This gave rise to the speculations that Kizaru might betray the World Government. What strengthened the speculations was Eiichiro Oda’s indirect comment about Kizaru helping Luffy during the battle of Egghead by providing him with food. This unexpected development confirmed that there is a possibility that he might take Luffy’s side in the final war.

4. Sengoku – Unlikely but Possible

Sengoku was once the Fleet Admiral of the Marines, but now he is retired and works as an inspector. He has seen many wars and tragedies, including the Marineford War, where he played a significant role. What’s unique about Sengoku is that he has always remained a neutral character in One Piece. While he has followed the orders of the World Government, he has also tried his best to maintain justice throughout the One Piece world.

Thus, his stand in the final war is a little difficult to understand. He probably would not fight beside Luffy directly, but he might secretly give him vital information or stop other Marine soldiers from attacking him. He still cares about the image of the Navy and might not want to damage it by openly betraying the World Government by motivating other soldiers.

3. Kong – Very Unlikely

Not much is known about Kong, aside from the fact that he is the Commander-in-Chief of the World Government. He is above even the Fleet Admiral, and his main job is to keep the peace of the world. Because of this, it is very hard to imagine him betraying the World Government. Supporting Luffy would destroy the system he has spent his life protecting, and he does not look like a character who would take that risk.

However, because of the mystery surrounding his character, it is very difficult to comment on what his future developments might be. If he knows the truth about the World Government and is still supporting them, then there is no way he will betray them. But if he is unaware of the actions of Imu and others, there is a chance that he might look the other way.

2. Akainu – Almost Impossible

Akainu is the current Fleet Admiral, and his belief in “absolute justice” makes him a villain in One Piece. From the beginning, he has carried the mindset that all pirates are evil and must be destroyed, no matter the cost. Not only that, he has also killed people without mercy and does not care about collateral damage. This makes him the complete opposite of Luffy, who values freedom and kindness above all else.

However, the one shred of his character that hints at his betrayal of the World Government is his anger towards them. There have been multiple instances where Akainu has showcased disappointment or frustration with orders or commands given to him by the higher-ups. This proves that he does not completely agree with their methods and thus might go against them at some point.

1. Ryokugyu – Most Improbable

Ryokugyu is the newest Admiral introduced in One Piece, and we still don’t know much about him. As of yet, he has shown loyalty to the World Government and has not questioned their orders. He does not care much about people’s suffering and follows Akainu’s absolute justice, which makes him the most improbable character to betray the World Government.

Not only that, but Ryokugyu has also shown great anger and animosity towards the Straw Hat Pirates (especially Luffy) during Wano. This proves that there is no chance he will take Luffy’s side in the final war against the World Government. In fact, even if all the other Admirals decide to betray the World Government, Ryokugyu might be the only one to stand as the last obstacle in Luffy’s path.
